    The Committee on Government Organization moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for House Bill No. 4149--A Bill to amend and reenact §5-4-1 of the code of West Virginia, 1931, as amended, relating to the Board of Public Works; requiring Board members to vote in person; providing an exception that allows board members to be represented by designees and only vote on certain matters; providing that no more than three designees may vote at a meeting; and terminating the exception on December 31, 2016.
